pests White flies? Aphids?

Can anyone tell me what I got going here? I'm guessing white flies (i see small white dots on the bottom of leaf) I'm not really seeing aphids but it kind of looks like it?
I have an Ortho brand spray but the more I read the more I really don't want to do that. I've also read about Neem oil and how it can potentially harm as well.

I've washed the backside of all leaves but today I can still see new damage.

Any recommendations?

btw first pic is my Hab and it's the only one with the wrinkled looking leaves like that.

I been using neem/soap/pepper juice mix for a while now works just fine. if you put tomatoes near em the white flies will go after the tomatoes first
