maybe a fungus?
 
I don't know any...google it and see what you come up with....
 
Can you wipe it off or is it actually part of the plant now? It's hard to tell if it's a fungus or not from the pics.

no i cant wipe it off it is part of the plant i need to get rid of it asap before bring them in for the winter i cut the leafs off that had the most on it ive also have been spraying it with
soapy water with tea

I haven't heard that one in a while. The stuff works great for controlling fungus and mildew, just make sure you are not spraying near a pond with any fish, cuz ya wont have any fish when you are done.
 
Have the tops of the leaves started to change a slight brownish color? I think it is powdery mildew. It normally starts as white spots and progresses to a brownish color on the tops of the leaves. I'd treat it quick as powdery mildew can kill a plant in a relatively short period of time.
