Will Chiles Grow faster with more light?

I always attempt sprouting the second or third week of March and plant out the third or fourth week of May. These sit under my (now confirmed) T-5 54 watt, 5,000 Lumen Floro. If I get a stronger light to replace or supplement this light, can I sprout a little later because the plants will grow faster?
 
Yes they will grow faster up to a point with more lux in your grow space you could potentially speed the growth (up to the genetic potential of the plants them selves) but only to a certain point. More light doesn't equal faster growth by itself but it does mean more potential growth when coupled with ideal growing conditions.

Personally I would keep with your earlier starts as you never know what potential disasters may lurk around the grow corner and you may need that extra time to make some restarts or allow recovery from some ailments etc ...
