Anyone have an idea on what type of peppers these are. They were supposed to be red chili peppers but I don't think so. I picked one the other day and tried it and it had no spice. Any clue?

Looks very much like an annuum to me.  Did you give them plenty of time to turn red?  Many if not most peppers with pods that show black will lose the black coloration and fully ripen to a different color.

Don't Pimenta de Neyda have darker foliage than OP and hang down, not pointing up?
