Although I have to plead ignorance on whether or not 7000 lux is enough or not, I think your plants may not be getting enough light. The last two years I ran 4' fluorescents (4 t8s and 2 t12s) about an inch or two away from my plants with OK results. This year I upgraded to 8 t8s at the same distance and am seeing a marked improvement (maybe due to other factors, but it's definitely much brighter).
I don't know if moving seedlings closer than 6" to a halogen bulb would cook them, but if that's the case you might need to try something else. Would it be possible to add a couple more fixtures for CFLs? Maybe put one in each corner of the roof, giving you five total? The halogen might still be good for heat and additional light spectrum , but I bet your plants would love an extra 50 or 100 watts of fluorescent! Just spitballin'. Keep us posted!
