Yellowing of younger leaf veins

Hi Guys,
 
I'm growing some "Jims Long Cayenne" pepper (annum) in two beds this year, and once again, some plants (3 so far) are showing signs of yellowing of leaf veins on young leaves. I've searched high and low regarding nutrient deficiencies and other problems, but nothing specifically is mentioned about the yellowing of the younger leaf veins. All 3 plants showing the signs are from the same area in one bed only. No signs of insect damage. I did rework the soil in all beds, maybe I was too heavy with fertilizer but I am confident I applied the same amounts in both beds / all areas, so I surprised why this is only showing up in one area in the 3 plants. See images below. Any ideas of suggestions welcome.
