Looking for a little help

I'm relatively new to growing hot peppers. I ended up with a late start this year and I have run across a problem. Some of my peppers are begining to take on a yellow and white color. I noticed it a week or so ago, but I didn't think too much about it. If anybody knows what causes this and how to treat it, I'd be very appreciative. I've attached a few pics to give you a better idea. Thanks for any ideas or suggestions.

This one is of my Rattlesnake Anaheim Chile. The top leaves appear to be healthy but the bottom ones are definetly yellow.

have you give them any fert? and when you say dry soil do you mean the top or do you stick your finger an inch or so into the soil to check it?
 
I recently put them in new potting soil that claims to feed them for up to 6 months. Yes, I check the soil with my finger.
 
Try cutting back on the water. Temperature is close to 100 here and when my plants were that size they only got watered once a week. Try to wait until they show signs of needing water.
