Light for 29"x29" in front of a window

I am planning on hanging a light over the space I plan to grow reapers, scotch bonnets, and jalapenos. The space is a spare bedroom that has a western facing window. I want to use the light to make up for low sunlight due to living in Oregon and my neighbor's house.

Here are the lights I am looking at. I am leaning towards the LED light due to low cost of ownership.

Does anyone have any input for lights that may be better or problems I may encounter?

Those are both good lights. I want to get some of the hlg lights myself.

Are you just growing them there in the window until you plant outside?

I plan on fitting as many 2.5 or 3gal pots as I can in the space to grow under the light and window, and moving the rest outside.

My buddy picked up that Agrobrite 2ft 4 bulb and his Reapers are loving it. He is very happy with the build quality but he got the goldish colored one.
