I've noticed similar patterns here locally, but thought it was disease/deficiency related.
That's what I thought at first too, but upon closer inspection, aside from the missing head (probably eaten by a deer), the plant looked exactly like the surrounding specimens and quite healthy 🤷‍♂️
 
Anthriscus sylvestris (another invasive specie)

No quite sure about this one, but there were no other specimens like this in the colony.
