Are they a hard bug to get rid of? Also if any plants get effected is there still chance of survival, for example I hear they carry the disease curly top.

What is this bug? I don't think it's sn aphid since they all have wings, I was thinking some type of gnat (not fungus gnat) that is attracted to the smell? What do you think? Here's the link of the picture...
