What are these?

Sometimes, it's best to resist the urge to just start killing everything that isn't a pepper plant.  Short of a full blown infestation, often, no course of action, is sufficient.
 
Personally, I've never lost a single plant to leaf hoppers.  Other's experiences may be different.  But it sounds like you are a new grower with a case of the jitters.  I can understand, but be patient, monitor the situation, and don't go all hypochondriac, lest you end up doing more harm than good.  If you see them, and it makes you feel better, squash them with your fingers.
