They may be fine under the lights.  I would cut the heat mat off and watch the soil a little closer.  The lights will probably dry the soil out faster than when using a dome and the lights should keep the non-sprouted seeds warm enough to make them happy.

Is that an over winter plant? It looks like it could be aphids, but I'm not sure. Fungus gnats come from the soil so they won't be hanging around the underside of the leaf...at least I've never seen them do that.

I'm really liking the Xtreme Gardening sample pack.  I mixed the mycos-wp and azos together in a gallon jug and apply it to my seedlings once they go in soil.  The plants really seem to like it and respond very fast to the treatment.  I haven't used the tea brew or cal-mag...but that's coming :)...
