Cut carefully around the roots with scissors. Once it's free from the main towel it's easier to remove the small pieces stuck to the roots. Or if you're growing in soil you can simply plant the seedling with the bits attached. The bits of paper will break down as the seedling grows.

According to AJ peppers need/like extra Mg. You can try upping the formula ratios. Or just foliar feed epsom salt like AJ does: 1 tbsp/gallon water. If you want to supply Ca and Mg (and N) without increasing other nutes then CalMag's another option for hydro. Good luck.

If you really want to save it you can try replacing that one scorpion's potting mix with a lighter one like seed starting mix. What king of mix are you using by the way? It looks bit heavy.
