noticed today that I have a small gnat problem. Started about two days ago, im moving them outside this week. should i be concerned. wont moving them outside take care of the issue?

Hey, got about 4 pepper plants (out of about 40) that are starting to flower inside, and they are no where near the size i want them to be when i move them outside, do I just pick the flowers off? They havent opened yet.
