If your just looking for growth and not for flowers the more blue you can give them, the better.  Would not waste energy on white or red but it won't hurt either.  I'm going to finish up a new white project today using a single white 400w LED light engine.  Can only drive it at 100w right now...

Consider an aphid infestation that reached a point the females produced winged aphids to go forth and multiply.  Our lack of humidity here helps keep those things in check over what tiny winter we have.  Easy enough to test for salts on the white residues to see if it is.

Here's my 2 cents... Temp needs to be higher, 79f will slow things down a LOT.  Whats the humidity in the containers, do you see condensation dripping and running down from the lids?  Can you move them to a naturally warm place like on top of the fridge, near a radiator or on a west facing...

  I use 3 grams to 1 quart RO for the mix but keep it sealed until needed and only use enough to soak the seeds in.  I find a shot glass works well.  After 24 hrs remove any floaters and toss them, the rest are likely viable.
