If you want to know if its mites for sure, get a 80x mag (atleast) and take a look.   Nasty buggers.

Aphids   Spray them off with a jet of water, or spray them with dawn + water. I never measure out an exact amount, just give a good squirt into my bottle then fill with water. I guess its about 1 or 2 tbsp per 32oz that I use.

The person who confirmed my mites, swore I had herbicide damage(I topped a pepper and took it to him since the whole top was ravaged,) but under microscope(80x) review, he found my mites.
