    I'd say you should have the drains at the lowest/deepest part of the bed, not high like shown in the pic. I wouldn't want water to collect at the bottom of the bed even if it was like 4 ft down.  Those sure are deep beds !!!, so maybe it won't matter.   Jeff

    While I am no expert, I have seen that the super hot peppers take a long, long, long long time to grow.  Looks like the soil is pretty rich too, so maybe the little thing will take some time to get used to it.   In general it looks fine to me so just let it do its thing for now.   Jeff
