    I'm growing in 70% coco and 30% perlite, and I have no issues with it (coco) holding too much moisture. I don't think the coco is the problem.   I'd aim more at lack of proper drainage (needs perlinte) or overwatering, and not enough light.   At 50 degrees, the plants are just slow, not sad...

           How much kelp do you add per ft3?            You must have some AWESOME compost! Half a cup for peppers. 2/3 cup for tomatoes. 1/4 cup for greens. All of those are per cubic foot. Keeping stress down in the high heat of the summer in texas is key.

    Topping is usually done for a reason. IE: Space constraints, desire for more low shoots/growth, or other similar reasons.   Sweet annuums are generally short, more compact plants already.   Personally, I just let peppers of most vars do their thing unless I have a need to change the growth habit.
