Visit your local Wal-mart, home renovation store, gardening centre, or plant nursery. They are all over the place this time of year. Do a google search for your area. You'll find a pretty good selection of pepper plants, and it will be far cheaper than getting one shipped to you.

You'll need a lot of seed. Three ounces of seed per acre is a general rule of thumb amount when talking about peppers. Might be hard to find that much, considering most people sell 10 seeds for $5-10.

I always start to hiccup if I eat too much heat in one shot.

Really? The cats in my household won't touch pepper plants, and their food bowl sits on the table next to my plants. A turn of the head and they could munch on leaves, but they never have.

I miss Ottawa for that reason. If the weather stays so warm over there, it should be a great year for Ontario peppers. :)
