I think this will about do it for sprouting. No luck on the 7pot white and only two of Jay's Peach Scorpion, but over all not bad! This lands me with 39 hot pepper plants in total. I also started 4 Bell Peppers that I didn't document here, so now I just need to find room for 43...

I consider Hot Wax and Poblanos to have 'regular' thickness skin and would not consider either to be thin.
As others have said, Cayenne and Thai peppers always come to mind, though Thai sounds too short for you need.
I would recommend Hot Paper Lanterns. Should be in the right size range...

I can't comment on seeds from Pepper Joe's, but my experience has been germination right around the the 2-week range given favorable conditions (75*F+ soil, kept moist but not wet).
I kept a timeline of when things popped for my 2013 Glog and they all came up between 4 and 17 days...
