13 weeks old Jalapeno Plant, Pinch off buds or let them remain?

My jalapeno plant is about 13 weeks old. Its not more than a foot tall, and is beginning to grow plenty of flower buds. I am not sure whether I should allow the buds to remain or should I be pinching them off in order to grow the plant bigger and stronger? I am also putting up a picture of my plant so if you have any advice that would help.
 
Also, should I be fertilizing the plant, if yes, how often?
 
PS. The plant will remain in a pot for life.

Let it grow, maybe the flower falls off , maybe not , but any witch way you learn , and that's important.
Feed once a week , mostly organic , like fish emulsion.

Ditto... let it grow.  Funny but it kinda looks like the Jalapenos I had this year... AFTER a full growing season  :P  Not a great year for me.
