8000k?

Does the manufacturer publish a spectral chart for the bulbs you're considering?  Adding more blue-end light will cool the color temp as viewed by us but, depending on the wavelengths involved, may not make much/any difference to your plants.
 
6500k-6700k is the optimal spectrum range. Daylight. At 8000k you will not get the correct balanced light spectrum -- too blue. 6500k for vegetative growth and 2700k for flowering (the later of which is not needed for peppers because they grow and bloom at the same time unlike, say, cannabis).
 
$4 more doesn't mean better. 
 
Red spectrum light, they put out a tremendous amount of heat (the two prong ones atleast, haven't seen the threaded ones running), so unless you have primo air handling/cooling I would avoid it. Even then, by the time you distance the bulb from plants to account for heat, it probably isn't going to help much.
