seeds Aji Jobito Seedling turnin' yellow?

This is the only  one of my seedlings exhibiting yellow.  All others look healthy  It's an Aji Jobito.  Is this chlorosis?  At such young age?  Lower growth seems normal.   Hmmmmm.??.  dunno.
ETA:  They have been under 4100K fluorescents for couple weeks.  Just today, started settin out on South patio.

10 days later and repotted to 1 gallon pot .   
I have to assume there must have been a nutrient defeciency/lockout in the solo cup. Or possibly too much water?   Dunno.  Looks to be recovering OK.
But then again, I've had Chinense do weird things before.

Your soil looked very wet in the first picture, that was probably the problem. Good to see it made a quick recovery

yeh, thanks, I've got 4 others and they are doing super also.  Can't wait for JOBITO !!!   Sweet tasty JOBITO !

Whenever my plants turn shit I just repot them with fresh medium and presto , no fart assing around trying to work out what nutes are under or over
