As I understand it aji panca paste is just dried aji pancas that are rehydrated in water a few times and then ground/mixed with a bit of lime juice, garlic, salt and oil.  You could use any dried pepper; aji panca is predominant in Peru cause it grows there.   
 
I agree with everything thats been mentioned so far. Im not really familiar with Mexican chillies but ive wanted to try anticuchos with guajillos or something similar, to see how it came out. Most recipes ive seen contain Panca, garlic, olive oil, vinegar, cumin, oregano, s&p or some variation of those ingredients. 
 
Aji Panca definitely adds a unique flavor to anticuchos. Luckily I have a huge jar of Aji Panca paste in my fridge just for anticuchos and lomo saltado. You should check your local international market to see if they have a Peruvian section, they might have some aji panca paste there.
