Anyone have this happen?

I started 5 Chocolate Scorpian seeds on 3/4/15. All sprouted but one is a midget. It hasn't grown any. The others are alittle over an inch tall but this one is 2-3 mm. I checked 2 days ago by digging it up and it was a seed that sprouted there.
