lighting Are these LED lights & T8 bulbs ok for indoor?

First post here and I did some researching before I posted to see if I could find some answers. I currently live in Houston and it is about 55-72 degrees on any given day. I have some seedlings that hatched and my plants are about 1"-2" in dixie cups now. I plan to hang these lights in a closet for now until the weather warms up.
 
Question 1: Are these lights and LED enough lighting?
 
Question 2: How far should I hang these above the plants? I was reading around 2-3" for these orange hot peppers I am growing?

Those LEDs are pretty weak. Especially for the money. Look into the kingbo 50w LED ufo light for the seedlings. It's the same cost as the one you posted. I have one and it seems to be doing pretty good.
