Baby pepper turn Red

What can cause a little pepper not to grow at size but change color, it may be linked that recently my plant stopped growing its pepper it a anaheim pepper and its peppers should be long but the peppers are stopping at a short size and stating to change the color from green to red also the peppers are not spicy at all i know the anaheim pepper as very low scoville scale rate but still its has no spicyness at all.
 
youll see at the pictures below one smallest pepper turned red and another small pepper starting to turn yellow and eventually red. (who also stoped growing in size)

If the weather is too hot, it can cause all sort of problems with peppers.
 
Take a picture of the whole pepper plant.

The whole plants looks like it is about to die off any minute, it is no wonder the pods looked like that. Have you given it any fertilizer?

While your plant a bit peaked I wouldn't go as far as ChilliDude.

Realizing you're in a different country far from the US, the questions asked still relevant, what potting soil (If store bought, any premixed ferts?), fertilizers (N-P-K Ratio?) used, ratio of ferts mixed to water, watering schedule, amount of direct sunlight plants get, etc.

Fertilizing schedule would be good to know. That soil looks like it could be compacted, and kinda just like dirt (ie: not very rich) from the pic. Also moving to a location where the plant is getting morning sun but afternoon protection might help.
