lighting Best Color Temperature Fluorescent Lighting

I'll just state up front that I know fluorescent fixtures are not the best choice for indoor pepper starting/growing and that there are better options out there.
 
Having moved past that; my current situation finds me with eight fluorescent 4' tube dual-tube shop fixtures of the T8 variety.
 
There are various T8 tube options available, mostly in terms of their color temperature:
 
3000K
3500K
4100K
4500K
6500K
 
Which of these, or what combination of these, will give me "the best" bang for my buck, with the primary goal being to bring plants from seedling to 6" size or so suitable for hardening off and planting out?
