soil Black flies hanging around the soil

Hey all

So i have a lot of black flies (mosquito esque size but smaller wings) that seem to be hanging around ontop of the soil on my plants.
they generally seem to be leaving the leafs alone.

Should i be worried? is there any bugs out there that are gonna burrow and try eat the roots etc?
Or are they just using it as shelter/water (i haven't watered for a while though)
 
Sound like fungus gnats. Get a mosquito dunk and water your soil with it. Should kill the larvae, which feed on the roots.
 
they look quite dissimilar to fungus gnats. i'm gonna have some trouble finding dunks in Japan, but i'll give it a try anyway
