California - processed food registration

Question for the california producers out there:

Is there any way around the California processed food registration, and its $348 fee?

It look like this is mandatory - in the FAQ there is even a note that there is no exemption for small producers

It looks like I'm going to be able to use the kitchen at a local restaurant in our industrial park that is closed on the weekends. The last step is just to buy the liability policy then I'll be in business! I'm going to do direct to friends and family to start because to sell whole sale in CA I don't see any way around that processed food registration and its almost $400 shakedown er, "fee"
