Can anyone help me identify this insect?

I have noticed a white looking insect that are under some of the leaves of my pepper plant but I'm not sure what they are. They don't seem to move and it doesn't seem like they are harming the plant but I'd really like to know what they are and if they are in fact harming the plant.

If you're in Trinidad, why not call Caribbean Chemicals and ask for Fayaz? Maybe you can send them the pic and they'll be able to help you out.

Thanks Trinimike, but I think Cayennemist identified them correctly.
However, I must say that they seem to be bigger than what I'm accustomed to. The ones showed in the video looks exactly like the one on the plant and as mentioned, they are definitely have the same characteristics as mentioned in the video as well.
Will be working on my trap to get rid of them. Thanks again!
