pests Cant figure out this pepper pest

[SIZE=12.1599998474121px]This has bothered me for a few weeks. I can't figure out what is going on here. My own research brings me to a dead end. The problem affects only the Fresno plants. These are three of 150 pepper plants. Seeds were taken from store bought chilis. It does seem that the purchased jalapenos are showing the same signs. No visible pests are apparent. In fact, all other pests have been nearly eliminated from the grow room. We have had mites, scale and aphids. The lemon plant does have some remaining scale but they seem confined to it. The brugmansia has an unknown pest eating its leaves that leaves a mucus trail. We cant find the creature responsible. We have done neem treatment on all the plants and especially this Fresno. [/SIZE]

Really? According to the what i just read about it, that seems to make sense. However, i feel I've been watering these plants the same as the rest. The ones that dry out before watering again only wilt and wither. The same soil mix Was used for All my current peppers. Does this species react more to these Conditions as opposed to c. chinense?

3 fresno plants are affected? Or 150 are? Or are you saying 3 fresno plants are affected, and the other 147 are different varieties? I'm a little tired tonight. I might have used 'affect' when I should have used 'effect'.. still get those mixed up hahah.
 
Also are they in containers? If so are they in the same kind of containers as the other ones that are doing well?
 
Three Fresno are affected. The other 147 plants are not showing these symptoms. These fresno are the only ones of this variety. I am growing some 25 other variety. They are all in containers. These are in 4" plastic while the others are in a mix of 4" and one gallon. All are plastic though.

When i water these three less they just wilt. One nearly died and lost a majority of its leaves.
 
When you do water them, do they sit in the run-off for a long time? Curious since they show signs of over water, but any hold back on watering and they dry up... kind of getting symptoms of both situations, over watering and under watering. It kind of seems like you have a highly porous substrate that may be sitting in the over flow water too long. (just to cover bases - or, your plastic containers do not have drain holes)
 
If, by chance, you happen to be over watering and when you lessen up they just wilt, it could mean the soil doesn't have enough water retention materials. Just a thought. Either way, if it is over watering, then when you up-pot them they will be easier to maintain with more soil (more buffer).
 
The pots have Holes. I usually water my plants not very deeply. With these plants I'm watering less to make sure they aren't remaining wet. They are probably due for potting up so i will check the soil as i pot up. Weird. I've never seeN this problem before.
 
I have edema on many of my plants, its not a problem. Some of this plants i water when the leaves is really hanging and are paper thin. But they still get edema. The problem fix itself when they get in larger pots. I also think a fan would help. You cant fix leaves that have edema, but new leaves should be ok. My soil is well drained.
 
Thanks for the sympathetic post pwb. Are anuum more suscapable to this based on watering requirements? I do have a fan in the grow space. I'm working in there now so maybe I'll pot then up first. 35 more to go. A head start on the weekend is good.
 
My chinense had edema worse than my annuum under the growlight this year. I think because the annuum drink water faster early on in my setup.
