Cayenne Question

I have a cayenne coming into its second year, its been repotted and it is well fed and watered when required. Trouble is the leaves growing on it this year are minute, an 8th of the size of last year. I have been picking off the buds in the hope that the plant itself will grow, could I be doing something wrong? Its my 1st chilli ever and I dont want to loose it! Help!

Its in the window, same spot as last year and I couldnt stop it growing then, and they are well fed too with some new compost and liquid food, I thought the last pot was too wee, but maybe he liked it better, I have him in a self watering one? Maybe I am just being over cautious cos I am at war with spidermites in the other room...:evil:

A couple of questions:

What's the NPK ratio on the fertilizer you're using, and does it include any of the micronutrients?

How wet does the self-watering pot keep the roots? As in, are they soggy or standing in water?
