I’ve reached out to California hot sauce solutions about 6/7 weeks ago, sent them my recipe and haven’t heard back or been able to get ahold of them.

Yeah well I've never heard of them, reach out to the other one I posted if you want a good experience.

Not usually....
Co-packers usually assist with recipe development, making and bottling your recipe, maybe labeling as it can be done in their production line, and then they pallet ship to the buyer or the buyer picks up their sauce at the mfg plant.
