Cutworms!?

I'd never heard of these, but two of my peppers (of course, the only two I had of that variety...if I remember correctly, they were the FilFIl Baladis I was so excited about) were cut down at the base of the stem. One might survive (there are a couple leaves left as well as about an inch of stem) but the other one is totally lost. A bit of googling turned up cutworms. Besides putting something around the base of each plant (which my dad very kindly did while I was at work this morning), is there anything I can do? I'm about to head out with my flashlight and see if I can find any (provided it's not still raining...) but if there's any other way to combat these little jerks, please tell me!
 
There are two things that quickly come to mind when you say "at the base of the stem." One is cutworms, but the other is a fungus. Did you actually see cutworms and/or is the stem obviously eaten (rather than wilted)? Pictures would help, but at this time of year the more common culprit is fungus, which is a sign of overwatering. Without pics we can only answer your question directly, but it may not be the answer you actually need.
 
The one plant was snipped. The other was too wilted for me to be able to tell - it sat out in the hot sun all day before I found it. But it's definitely cutworms - my dad dug one up and killed it.
