DC balcony first

First time I have found a caterpillar on my 3rd floor balcony. It was in a hanging bourgonvilla.

The plant had not been doing well, some kind of fungus so I had it in isolation and have been dousing it with neem oil. Did it come in with the plant 2 months ago? Would it have survived the neem? Fall off the big magnolia next to the balcony?

Think it's what we call here a tent caterpillar. Very invasive. My father used to get rid of them with a blow torch. Not sure how he didn't burn the neighborhood down.
 
Neem won't stop caterpillars, I was spraying neem for aphids which worked great for them but then these tiny green caterpillars showed up and munched a good chunk of leaves.
