Deformed leaves

Hello, I have an Italian pepperoncini that I grew from seed which has recently started growing misshapen leaves. I was wondering if it is from a nutrient deficiency, or if it could possibly be from over watering. It is planted in the ground in soil which has been amended with leaf mold, grass clippings, and a little bagged compost from a local nursery. I've also mixed in some Jobe's organic vegetable fertilizer with mycos. All my other peppers seem perfectly fine, other than this one. It has been rainy lately, so I wouldn't be surprised if over watering was the cause. Any help would be appreciated, thank you!

I would keep an eye out for insects first.
 
I can't see it super clearly, but it could be thrip damage.  does it look like this?

Bugs on one my tomato plants and they are bad distorted i think some genetics altough one i found Bugs on the others i see no bugs ?

Sorry, my phone's camera isn't the best and I'm still trying to get the hang of posting pictures on here. I haven't seen any insects other than the occasional aphid, and the ladybugs are quick to take care of them. It also seems to be mostly the newer leaves that are affected.

I really think its thrips. They are very small, and you don't have an infestation so its likely you never would have seen one. Look at some more pictures of damage on capsicums:
