Ever seen this happen?

I had a few that way, and they finally took off after a month and a half. Also...my biggest, first producing plant (scorp) was almost culled numerous times, because one of the cots whithered off in the first few weeks. It hung in, and was a foot shorter than the rest. It's now the largest, and healthiest, with about 10 chiles on it since March.
 
Im thinking it might be too much water. Maybe the plant just needs a change of scenery or maybe just change the soil? A healthy seedling should just stop like that. When it happens to me.. I just take a good look at the condition of the plant. When it happened to me... it was getting too much water and too much sun. Best of luck with your seedling.
 
Check the roots for fungus gnat larvae. You'll need a magnifying glass or a microscope. I had a problem with them this season and had many peppers that never got beyond the cotyledon stage.
