Flower Pollination - What Stage?

When exactly does a chilli flower polinate?

Before they are open?

Or do they need to open fully?

I have a plant that refuses to pollinate while another fruits almost every flower. Both get same water, nutes, & sun. The only difference is the container shape & color.

The plant that fruits is bushy, while the other is taller with no newer brances below the main stalk split.

I should also note that I never see fully open flowers on the non-fruiting plant, which is what brought up this question.

Flowers need to be open for pollination, and most pollination happens during the afternoon. If your flowers aren't opening, are they just falling off?
 
They start to open but stop and slowly die till the petals darken and the stems yellow. They never make it to the stage where they fully open to that nice star shape.
 
Thanks for the link. Although my plants look very healthy overall, I may have erred to the side of not enough water. I try not to over-water, and wait until they look like they need it. I just gave them a good soaking, so will see what happens.

OY, I can only image what having children must be like.
