I think a cool, dry place should be good. Double check with the experts obviously, but I believe that should be ok.
I store my seeds in individual baggies in a couple of shoeboxes. Keep them cool and dry and they will last for years.
Mister Al is quite generous. I have traded with him several times this year. Why not go ahead a start a few of those bad boys? Give you some heat for the winter if nothing else. I just started some seeds that I received from a trade with a member. Just can't help myself, if I get new seeds, I just gotta plant them. Probably won't get much off them before the season ends, but I have a 400w light in the garage that will keep them happy for a while longer. I plan on growing all year.

As far as growing peppers over the winter you're going to need more than the shop lights. Remember it isn't the wattage that really matters when it come to growing plants, there is a lot more to it.
