seeds-germination Germination and Sprouting Question

I am a first time grower here and have decided on starting peppers indoors (from RI). I am seeing my first sprouts from my super hots. Out of about 12 super hots and 12 jalapeno seeds planted, I have one tiny sprout with tiny leaves and another about to sprout (half way folded still) both being from the same super hot variety. I have them under a dome with a heat mat currently. My question is do I wait for more sprouting or move these under a light asap? Thank you in advance
 
I have all my seeds planted in the same tray system ( long 32 ) so im thinking it might be easier to transplant those 2 or any harm of moving my entire tray with heat mat under a light at this time, leave the dome off?

Thanks guys. Where I will have them under the light is in my basement which stays around 63*F. Use the heat mat still

Do these look okay? One week old today lol. Are the ones drooping from overwatering? Did I kill them already? What should be my next steps to getting closer to success. Would bottom watering be helpful at this point?

The ones that fall to the side are a little long (lack of light?) but with a little support they should be fine.
