disease-pests Gnats

I have 2 indoor pepper plants I potted up and I had soaked the soil with boiling water before transplanting, I still have a bunch of the gnats coming out of the soil. I have tried the yellow traps hanging, on the edge and over the dirt, as well as mosquito bits and they are still there. I have a fan on them every other day. What else should I use? Neem oil, Spinosad?

Using this Biofungicide for the last 4 years, we have had 0 fungus gnats.
Other than moving to Coco Coir pellets this is the only other change we made.
We did swap out our old Fluorescent lights for Modern LED Grow lights, I doubt that would have made a difference.

The way we use this product, soak pellets, mist & water seedlings continue to use in every watering. Once inground
I use it in the 7 to 10 day sprays & in the hose end feeder for foliar feeding.


 
For killing what is already there I give a +1 to bleach. As for prevention, I have found topping my pots off with sand to be completely effective. They don't seem to like laying their eggs in it. I normally aim for around 2cm of sand. Note this is for my indoor established plants, I don't do this for my seedlings and young plants, I normally just spray those with something like neem.
