Greetings from Sacramento

Howdy!
Reporting from Sacramento, California, I'm Dylan.
This spring I'm attempting my first serious attempt at growing some chili plants. I started with the hope to germinate 127 various seeds and that has left me with 21 healthy plants. I'll probably go over to the glog subforum and start a new thread there.
I just discovered this site while searching for information on leaf curl, I've got a couple plants that are behaving weirdly. Hopefully someone will be able to show me what I'm doing wrong. :)

I've got a question but I want to ask it here as my search-fu is failing and I'm pretty sure it's already been discussed.
 
Is there any consensus on germinating seeds way ahead of schedule (ie now when the weather's warm) and keeping the plants in small containers (7quarts-ish) until next spring. I know they'd be root-bound, and I would likely pluck any flowers buds that show up to keep the plants relatively dormant.
 
How well would they survive being rootbound for 8 months?
How well would they pick up when transplanted into bigger pot and put outside?
 
I'm rather anxious to start my 2015 batch...
