lighting Grow Lights

I am a huge newbie to growing peppers. I have 6 seedlings in a dwc tote, they germinated about a month ago but thier shill about 2 inches tall. I think I need better lights for the plants. I currently have 2 40 Watt C8 florescent lights. Not T8, C8. I am looking at some T8 bulbs on amazon. I am just wondering if florescent T8's are any good for growing?
 
Also, If anyone has any other reasons why my plants are growing so slow please let me know.
 
I have a 4 bulb T8. It seems to work as good or better than the T5 and leds that I have.

There has been nothing for me that would not grow under 6500K T8 shoplights. As far as your plants growing slow, I do not do DWC, but I do a lot of Kratky. Generally the first month growing seems slow and just like in dirt as they build root structure they will usually take off. At that point for me the growth gets fairly fast.
