By the looks of that plant I would say it is possible that too much feed could be the issue lol. Try the Alaskan fish and bleach, surely it will set pods.

 
 
I changed the bleach ratio for this and future feedings.  I didn't have any Epsom salt so I dissolved some sea salt with it.  :shrug:

It has worked well for me Ed'. I just hope they aren't
dredging up stream beds somewhere for some of their
stuff. One season, my FF had some gravel in it. not a
lot, but enough to make transplanting into small cups
a hassle. It hasn't been that way again.
 
When I ran out of the FF, I used some Black Gold mixed
with Turf King and it seems to be working pretty well.
