When I read about soaking seeds in hydrogen peroxide,Is this the same hydrogen peroxide I’ve had in a small brown bottle in my medicine cabinet for twenty years?

yes, food grade is preferred.

And most people dilute the 3% Hydrogen Peroxide even further.
 
Of course there's a wide range of opinions on the optimum dilution.
