HALP! One of my babies is sick!

Kind of hard to see sir.  Does it rub off? What kind of soil are you using? What kind of watering schedule? Do you have a fan?
 
Rubbing with a wet q-tip did nothing.
The dark area is expanding, so it's likely something growing on/in the plant.
No fan, the plants are in an open box with CFLs a few inches above.
  
I've backed off on the water as the plants become established.  I now let the surface get fairly dry before watering.  Possible over-watering earlier, and definite high humidity.
