You can do all sorts of things to bring the heat down. Sauces will never compare to the fresh peppers and a mere hint of Reaper will only result in just over Ghost sauce heat from my experience. Personally though, I'd powder it and make white chocolate gnache. Use the thickest cream possible to really cram it full of dairy without stopping it setting.
