A few of my plants early in the season looked kinda like that my problem was over watering.

Eek sorry man that sucks. I do agree that it may be over watered. Dry that puppy out and see what happens. This year i went against everything i wanted to do for my pepper seedlings and i kept the soil alot dryer than i thought they would need and i didn't lose a single seedling. Some varieties have different needs im sure but holding off on the water has really been working for me this year.
