[help] black dots found under leaves

I just started growing peppers as a new hobby, so I am very new to peppers and gardening. My jalapeno plant has these black dots that are only found under the leaves. I thought it was just dirt from transplanting when it went upside down, but the dots looks a bit wet, and I couldn't blast them away with water. What's up with my leaves?

I finally found some hiding in new shoots. Well, I applied some neem oil and prune some of the affected leaves. So, now I wait. Thanks for identifying them!
